Finally, after the draft passed, New Delhi was designed and planned next to what is now known as Old Delhi (which was laid by Mughal Emperor Shah Jahan). As New Delhi was laid on the land, which was used by various rulers in the past, it has many historical monuments like Lodhi Gardens and the Jantar Mantar. Once India became independent in 1947, New Delhi was controlled by a Chief Commissioner who had to answer to the Government of India.
