Helsinki is not a cheap city when it comes to food, so if you are on a budget, your choices are mostly limited to fast food chains. However, there is the occasional Finnish eatery that serves decent food at decent prices, where you can fill your stomach with something better than a hamburger. Kahvila Suomi serves huge portions of hearty and filling Finnish food (the meatballs with mashed potatoes are great!) for about $10.

Japanese tourists, even if they are not on a budget, tend to visit Kahvila because Kamome Shokudo, a 2006 Japanese cult film, was filmed here.
